What is Buying Solutions?
Buying Solutions is the national procurement partner for UK public services. It was established in 2001 as a result of the Gershon Report, through a merger of the procurement functions of the Buying Agency and CCTA. We are an Executive Agency of the Office of Government Commerce in the Treasury.
The primary role of Buying Solutions is to maximise the value for money obtained by Government departments and other public bodies through the procurement and supply of goods and services.
Buying Solutions is the largest of over 40 Professional Buying Organisations (PBO) in the wider public sector. Buying Solutions delivers procurement solutions for nationally sourced commodity goods and services to customers in both central civil government and the wider public sector.
As the only PBO with a legal remit to trade across the whole of UK public services, Buying Solutions is the smart choice for public sector procurement, enabling organisations to deliver improved value for money and efficiency. It facilitates the buying process in a vast and highly complex marketplace, providing access to over 500,000 products and services through more than 600 suppliers. The diverse customer base spans the biggest central government departments, NHS Trusts and local councils, through to the smallest schools.
Concept and Buying Solutions
In 2009 Concept became a buying solutions recognised supplier for the supply of fixed term and temporary staff to the NHS and other public sector bodies.
This framework has been developed to support NHS organisations’ need for specialist non-medical and fixed term staff, providing them with easy access to an exclusive list of pre-qualified suppliers. This new framework replaces the NHS Purchasing and Supply Agency (PASA) in managing the suppliers for temporary and permanent recruitment to the NHS.
The multi-million pound framework will see Concept in a position to provide specialist non-medical temporary and fixed term staff to NHS organisations throughout the UK over the next 3 years.

Under the agreement Concept will be providing a range of value added services including providing occupational health and CRB checks, ensuring diversity and equal opportunities are followed and also working to fixed margins for all staff supplied.
The framework will enable Concept to engage with the whole of the NHS and provide a value added service whilst ensuring we are providing value for money.
